CALL TO ORDER
Chair Kehoe called the meeting to order at 7:37 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
John S. Majdan, 34 Northbrook Court, spoke in support of Item 9. D., Renewable Energy Use by Town and Residents.
Cindy Woodman, 61 Dartmouth Drive, spoke in favor of the Grandparents as Primary Caregivers grant. Additionally, Ms. Woodman urged the Council and the residents of the town to support Bill #66 that is in front of the state legislature which would give grandparents, who are responsible for a grandchild, the same right to state financial assistance as non-relative foster parents.
Mayor Currey (1) spoke to the Council on a recent article in the Hartford Courant regarding development at Rentschler Field; (2) announced that she will be addressing the state’s tree wardens at Cabela’s this Thursday; (3) the hotel on Pitkin Street is moving forward.

to adopt the following resolution:
That Melody A. Currey, Mayor of the Town of East Hartford, is authorized and directed to file an application on forms prescribed by the North Central Area Agency on Aging, Inc. for financial assistance in an amount not to exceed $7,500 and upon approval of said request to enter into and execute a funding agreement and any amendments as may be required with the North Central Area Agency on Aging, Inc. for the purposes of administering a grocery delivery to elderly residents program.

Live Long, Live Well Program Grant

to adopt the following resolution:
That Melody A. Currey, Mayor of the Town of East Hartford, is authorized and directed to file an application on forms prescribed by the North Central Area Agency on Aging, Inc. for financial assistance in an amount not to exceed $8,000 and upon approval of said request to enter into and execute a funding agreement and any amendments as may be required with the North Central Area Agency on Aging, Inc. for the purposes of administering a health and wellness education program for elderly residents.

COMMUNICATIONS AND PETITIONS
Pat Jones, the Town’s Librarian, and Tom Rup, Chair of the Library Commission, gave a
brief presentation to the Council on the renovations at Raymond Library and the proposed
addition to the library. Mary Martin, Grants Administrator, announced that the town is the
recipient of the Historic Preservation Award for the adaptive re-use of the second floor
room at Raymond Library. Both Mr. Jones and Mr. Rup invited all to attend the grand
opening of the second floor of the library on Wednesday, April 9th at 7:00 P.M.
NEW BUSINESS
Referral to Real Estate Acquisition & Disposition Committee re: 15 Hilltop Lane

to refer to the Real Estate Acquisition & Disposition Committee the issue of the taxes that have accrued on property at 15 Hilltop Lane in the Rolling Meadows subdivision off Silver Lane and whether the town should take possession of this land with instructions to review the issue and to report back to the Town Council with it’s recommendation.

Referral to Fees Committee re: Parks & Recreation Department’s Resident and Non-resident Fee Schedule

to refer to the Fees Committee the issue of whether to charge non-residents a fee to permit them to participate in youth sports in town with
instructions to review the issue and to report back to the Town Council with its recommendation.

Renewable Energy Use by Town and Residents
Robert Wall, Director of Energy Market Initiatives for the Connecticut Clean Energy Fund, briefly spoke to the Council and updated them on the original presentation that was delivered in May 2007. Mr. Wall reviewed the three steps in becoming a clean energy community: (1) passing a resolution committing to purchase 20% of the town’s municipal electricity use from clean renewable energy resources; (2) to encouraging sign-up for the Connecticut Clean Energy electricity options; (3) purchasing clean renewable energy resources.
Beth Byron, Project Associate with Connecticut Clean Energy Fund, also addressed the Council on incentives that are offered to town residents for their participation in purchasing clean renewable energy resources.

ERASE (East of the River Action for Substance-Abuse Elimination)

to approve a 3-year lease for ERASE (East of the River Action for
Substance-Abuse Elimination) for 1,343.5 SF located at the former
McCartin School, beginning on August 18, 2008 through August 17, 2011
for $3.19/SF and reimburse the Town of East Hartford for a portion of the
cost of utilities based on the amount of leased space.

YMCA

to approve a 3-year lease for the YMCA of 5,144 SF located at the former
McCartin School for their child care programs; beginning August 18, 2008
through August 17, 2011 for $2.27/SF and to reimburse the Town of East
Hartford for a portion of utilities based on the amount of leased space.

Friends of Center Cemetery

to approve the renewal of a lease for the Friends of Center Cemetery, Inc.
for 763 SF located at the former McCartin School beginning
August 1, 2008 through July 31, 2011 for $1.00 per year with no charges
for utility consumption.

to approve the lease for ChildPlan, Inc. for 672 SF on the south side of the
East Hartford Cultural Community Center for $1.50 SF ($84.00/month)

Patrick Sanzo, 23 Risley Street, favors a pay raise for East Hartford police officers. Additionally, Mr. Sanzo supports the most recent referral to the Ordinance Committee on regulating adult entertainment.
The Mayor thanked the Council for their approval of the Youth Task Force Coordinator/Project Manager position.
